Is there a "default" or "factory" setting? I would have thought digital 1-8 would be the default, but I just downloaded a manual for 98HR and I see that is listed 2nd on page 71.

There is nothing wrong with that! Drop frame code and Non-Drop frame code only differ in the sequence of numbers applied to the timecode. It is perfectly valid to use a Drop Frame number sequence...
