Did you check the “Task Manager” ?
Pro Tools first “analyse” the audio imported, then writes the waveform, then you can play that audio file.
Until the “analysing” is done, the file will not be...

I had a M-Audio Audiophile 2496 that had that problem. And it was about the external clock. I found that when I bought the second Audiophile, and link them together. There was no more random noise....

Did you load a session that had the sample rate on external ? like spdif, word clock, something?
Maybe the sound card is set to extenal clock and it's still looking for locking up to some signal...
