Still perplexed on the number of tracks though. 60 to 200 tracks is not uncommon for me. So when Avid says a max of 96 tracks, does that include the Music Production Toolkit 2...

And 8mb cache is way too low. For Audio applications I wouldn't go with anything less than 32mb cache.

Download the new driver for it. Uninstall the current driver and install the new one. Reboot and it should see it.
Also, disable your on board Audio in your CMOS.
