I don't know if its an issue or not. Just going to note view from clip view makes the editing of individual notes possible. To me it seems logical this way. What if I don't want to edit ALL the notes in a clip...I'd still have go into note mode. Either way, you can't have one size fits all.

You'll get no argument here. I deal a lot with MIDI and while I've found ways to get my work done anything to make it easier I won't sneeze at.

Maybe I'm wrongly trying to get it to work like Logic, where you can drag across MIDI notes (and audio at the same time), and cut, paste, whatever.
Use the Selector Tool.

Thank you, and to the others. That did it. I was trying to do it with the Smart Tool, that was part of the problem. And here is the other part where I had it wrong:

If you have any MIDI tracks in the main Edit window that are not in NOTES view, even just one, then it won't work. I was putting say 4 MIDI tracks into NOTES view and trying the edits, but it just wasn't working. Put them all into NOTES view, even the ones you may not need to edit, and it works.

Similarly, if you select any audio tracks at the same time as the MIDI tracks, it also doesn't work. This is where it differs from Logic. All good though, one more step, but at least it's doable.

This should NOT be the case. I do this kind of midi editing frequently and I only need to have the midi or instrument track I'm editing in note view and it doesn't matter what view the other midi/inst tracks are in. That is very odd!

I usually switch to notes view, place the cursor (no selection), and hit "A" to trim the start, or "S" to trim the end. This is in Keyboard Commands Focus (a...z).

So would I and everyone else, so you're not alone. The MIDI editing really needs to mirror the audio editing. The current MIDI editing modus operandi really falls apart when using both audio and MIDI in Clip Groups and Edit Groups. I hope we see some big changes in the MIDI editing soon.
