shift tracks/regions option in 4.3?

I was told in another post that i could shift all my tracks and regions forward by a specified amount using a 'shift' option in the edit menu. if, for example i needed to add additional time to the beginning of a ssession. i have 4.3.1, and cannot find this option. does it exist in this version?
