A perpetual license means that the version that was current when you bought it, will work forever. And it will, provided that you "freeze" your rig in its current config.
If you update your OS, or would like to have the latest version of Pro Tools, Avid requires you to be "on plan" which is $99/yr for PTSW and $399/yr for HD.
The $299 number is because you must have let your plan lapse and that's their reinstatement fee. If you're happy, you can pay them nothing and continuing using PT as you are now forever.
