iLok PT 9 License missing?

I"m still on PT9 and plan moving to PT10 in the next week or so. I have a break between projects and have waited for this window of opportunity to do the upgrade.
I purchased a PT9 to PT10 upgrade card from a legit vendor on Ebay.
I have downloaded the iLok asset and it is in my "new licenses" section of my iLok account.

Next to the license is the standard "surrender old license" note.
BUT when I examine it closer it says .....

"Pro Tools 9 Digidesign Not found on any known iLoks
1 licenses required for surrender appear to be missing. You must download the missing license or synchronize your iLoks before downloading the selected license(s).
Note that licenses that are part of a bundle may not be surrendered unless the bundle is surrendered."

This is very strange because I use PT9 everyday and the license is clearly on one of my iLoks....which is of course plugged in.

Any clues as to why this notification is incorrect and what...if anything....I need to do about it?
