Default 6.4.1cs2 Doesn\'t Locked mean Locked?

I've been having problems with locked regions... I'm able to mute or un-mute them despite them being locked.
It didn't used to be this way and if ths was some feature change I hate it. I don't know if this has been addressed or not but yesterday I had to mix several radio spots comprised of lots of little snipets of interviews. There were misc pieces all over the place and various previous versions of edits that need to be handy in case the client wants to go back to an older version oof an edit. I think it's important to Lock things and let them stay locked and unmodified from the point they are locked.

Locked has never really meant locked. Only that you can't move the region or shorten it. You could always drop another region over top of it, which really bugs me. I can't remember it affecting muting or not.

It didn't used to let you mute or un-mute. I Think if it's locked that you should be safe from doing anything that would change it.

I agree, the audio region should not be alterable except for the underlying automation.
