Default Video engine crashes PT

Trying to open a session and get a "Trying to connect to the video engine" then Pro Tools crashes. happens with any session even if it didn't have the Video engine enabled previously, and if i make a new session. tried deleting folders google recommends but nothing seems to work. Can't even get to setup to disable it.

What video card? The video engine seems very sensitive to video cards & drivers on Windows.
