Hope it's smooth sailing from now on in!
If not, I'd go this thorough route:

Uninstall previous Pro Tools installation in Windows “Programs & Features”

Delete Pro Tools Folder from:
C:\Program Files\Avid

Delete Pro Tools Plug-Ins
C:\Program Files\Common Files\Avid\Audio\Plug-Ins

Download & install the free Piriform CCleaner for Windows 64 bit
https://www.ccleaner.com/ccleaner/download/standard
Decline any offers on launching, hit ‘Custom Clean’ (2nd from the top on LHS), hit blue ‘Analyze’ button, then hit blue ‘Run Cleaner’ button
When it says ‘Cleaning Complete’ hit the ‘Tools’ button (2nd last on LHS)
Click on ‘Registry’ (to the right of ‘Custom Clean’) then hit the blue ‘Scan for Issues’ button – when this is 100% complete, hit the blue ‘Review selected issues’ button
Hit the blue ‘Yes’ button to backup the Registry, then hit the ‘Save’ button
Hit the ‘Fix All Selected Issues’ button, then the ‘Close’ button.

Once complete, hit the ‘Back’ button to scan as many times as it needs, until you get the message ‘No issues were found’

Restart computer

Download Pro_Tools_24.10.2_Win from your Avid Master Account, directly to your Desktop (don’t put it in a Folder)

Right-click on it and select ‘Open with’ and select your Zip Extractor
If you don’t have one, download and install the free ‘7-Zip’ -
https://7-zip.org/a/7z2409-x64.exe

Open the extracted ‘Pro Tools’ Folder on your Desktop, scroll down to the blue 1,309 KB ‘setup’ icon (use this, not the preceding ‘Windows Installer’)
Right-click on ‘setup’ and select ‘Properties’ – select the ‘Compatibility’ Tab and tick the box: ‘Run this program as an administrator’ – hit the ‘Apply’ button, then the ‘OK’ button

Double-click the ‘setup’ icon to install Pro Tools
Once installed, restart computer

Launch Pro Tools

Good luck!

If the "1309" persists - downloading to Desktop & extracting/installing from there is the "shortest path" with the least "letters" to its name - hopefully eliminating the dreaded "Error 1309"
