spend the money on a portable HD recorder & a mic
& build you own library... imho much more rewarding
in the long & the short term...

Depending on your budget and if you plan on using library for just this one project. you may want to do what subbasshead suggested. could be more cost effective then spending $12k on something you only plan on using once. Plus you can use the field recorder when you are shooting you film.

I don't know.....

My most often required sounds are army's marching, buildings crashing, horses running, cars crashing/zooming, lightening and thunder, avalanches, planes zooming overhead and the like.

How are you going to record these sounds with a little field recorder?

In addition, if you are not recording your sounds with quality equipment, in the proper manner, on a sound stage, you are most likely not going to end up with much usable material.

Libraries are the way to go IMHO.

In Europe DIGIFFECTS are quite popular http://www.ljudproduktion.se/digiffects.html
By the way: on their A series they feature big cities around the world. Among them: Mexico City...

Watch out on foley libraries. It's often more expensive and time consuming and give you worse results than recording. If you can't record them yourself you can always hire someone to do it.
(of course, if you don't have anyone, you can call me!;-)
