Default Title/Name confusion with "export clips as files"

When I export my mixes as mp3s, sometimes the file name (as seen in the OS X Finder) will be the ID3 Tag Info, and sometimes the same as the filename of the wav.
If the latter; when I import the mp3 in iTunes, the name will change to the Tag Title.
Is there a logic behind this, or is it random?
