Default Instrument Expansion Pack & Pro Tools 9.01

I have done a clean install of Pro Tools 9.01 using the full installer on a new admin account. If I install any of the Pro Tools Instrument Expansion Pack instruments (Transfuser, Strike, Structure, Velvet, Hybrid), I get a fatal error. A secondary error message says that there is an "Error trying to communicate with the DigiShoeTool. This could indicate a permissions problem with the installation. Try a clean reinstall. (-9169)"

If I remove the plug-in, Pro Tools will load.

All other (lots) third party plug-ins work.

System: OS X 10.6.6 (combo installer)
Mac Pro Dual 2.66 GHz Intel processors (4 cores, using 3 for PT)
6 GB RAM
Digi 002 with latest drivers
UAD-2 Solo PCIe card
Waves 8.0 Platinum
Native Instruments Komplete 7

Did you repair permissions after installing Pro Tools 9.0.1?

Yes, I repaired permissions, validated the drives, and reset PRAM.

Did that error display when installing with PT 9.0.0?

Yes. None of the Instrument Expansion Pack plugins work.

Has installing PTIEP before your third party plug-ins worked?

No, I have not been able to get PTIEP to work at all.
