Force quit
I have to force quit PT 1st. I've just installed v. 12.3 but also the previous one had the same problem.

Welcome to the club.
I have to do it all the time, especially after you put your computer to sleep, but even sometimes out of the blue. And yes, I know that DAWs don't like to be put to sleep. But with PTF, it even happens when no Project is loaded, just the app running.
