MP3 Bounce Options

PT 12, Windows. If I bounce a WAV file and also check the mp3 box, I get the dialog box where I can change the bitrate. But if I'm just bouncing an mp3, I never get that option box. Nor can I seem to find a way to change the default mp3 bitrate.

Sometimes I'm getting a bounce of 320kbps, and sometimes 128. It's 128 that I need to be the default
