Default Why is there a VSTPlugins folder under my Avid folder?

If Pro Tools doesn't natively support VSTs, then why is there a C:\Program Files\Avid\VSTPlugins folder? Wonder how it got there?

My avid vst folder is for my Sibelius plugins. It is rather stupid that avid/Sibelius supports vst but avid/Protools does not. and by the way Sibelius is now 64 bit
