Default Where is Apple Drive Setup Utility

I understand that if I want to use an external firewire drive I need to disable the third party
drivers and use Apple' Drive setup utility.

Where the heck is this utility. Shoud it be on my macintosh HD, Can I down load it.

I did download something called Drive setup from Apples website version 1.7.3 but it does not open at all.

Allications(OS9) utlilites, or on the install disc in the utilities folder.
