Default waveform height oddity

I am running PT 7.3 on Windows XP. Sometimes when I copy a region vertically from one track down to a new track, or just move a region vertically, the waveform height changes, and I can't figure out how to get all the tracks to have the same height. Any suggestions?
Thanks.
