Default Delay Compensation in 10.3.8 seems to be broken

I finally got around to doing the 10.3.8 and 11 co-install because the majority of the plugins i use have been ported. I was on 10.3.4. Anyway, I noticed phase issues when doing some parrallel compression of on a vocal track which means the delay compensation isn't working right. I'm using waves rcomp, req2, and air dist. Delay comp is set to long so it must be broken right? is this a waves problem or a pt problem? I still have yet to install the rest of my plugins so I haven't tested to see if its manufacturer dependent. Anyway, I'm just looking to see if anyone else has been having issues. I'm on Win7 64 bit professional. All tweaks and optimizations have been done.

I'm running Waves 8.0 and PT 10.3.8 and have no issues with Delay comp.
I have tried to duplicate the issue and could not.

I have one track with rcomp, req6 and renaissanceAX, and a duplicate track without any plugs... and there is no issues.

Waves is past version 9 and you should update. Can't say for sure that this is the issue, but until everything else is up to date, how can you be sure the blame lies with PT?

Are you using TDM hardware? If not, what happens when you change the delay comp value to maximum?
