Default No Help Screens in 7.3.1

I upgraded to PT 7.3.1 and applied all the patches, etc. I also downloaded the 7.3 Documentation zip file and extracted it. When I launch PT and then click "Help" in the action bar, the only thing active in the drop down menu is "About Protools". All the other help options are disabled. What's up with that?

I can search my drive and find the PDF files but I would have thought they'd be tied to the PT software help screens somehow vs. me just sorting through the files based on the doc titles in hopes of finding what I need.

Is this how it works or did I just screw it up on the install? I installed it twice (no fun) and had the same results both times.
