yes i have this issue and others relating to the i/o set up. its so hard to keep track of the issues caus eit depends on what sessions opened when you start pro tools. MY i/o are NOT behaving like they have for 15 years. So frustrating. Especially when the i/o set up window shows the routing as present and active but in the channels they will not show as active. ....while im at it... whats with all the busses i/o section reflecting EVERY output? Thats new and very confusing.
I have double listing for every output. Ive re set up my default i/o via a template and starting from scratch, it just is so confusing !!

This has happened to me a few times recently. Just click the "Default" button to restore the default IO. Then you can make the change. Then you also have to delete all the extra busses that get added.

Everyone else (with a Mac) is saying it's happening in PT 2022.7. Your own specs in your sig say you don't have that version. Not sure whether you didn't see that or didn't update your sig.

This is fixed in 2022.9.
Default Output Assignment is once again assignable in I/O Setup (PT-290371)
