Yes. IME if you document well like you have and explain that it's unexpected behavior or needs improvement - that helps it get attention.

Meanwhile, one solution would be to duplicate the playlist, delete the muted clips and render AS processing to that. If you decide you need those muted clips, just promote from the original playlist. Personally, I would simply highlight each clip and render AS instead of swiping across muted clips(but we all have different ways of working)

This is not a bug, it’s a feature request or suggestion.

Rendering with AS creates a new clip. It makes sense that it’s not muted upon rendering.
