Midi Nudge to Time Code

PT will not let me nudge midi notes by frame.. I can't even drag the midi not to the frame that I want.. It skips frames... This is mind boggling.. Is this a pt 8 bug??? I HAVE To be able to put a midi not on a frame and also be able to nudge frame by frame..
Please tell me I am missing something..
