Default Weird bug in 2021.3.1

Hello all,
Can anyone please try to reproduce this?

1. Create a new Session
2. Create 4 mono tracks
3. Record Erm the 4 tracks. Record for a few seconds.
4. Select say three of the recorded files in Workspace.
5. Right-click - "Move and relink", select an empty folder for destination.
6. Save and Close the Session.
7. Reopen the Session
8. Select the moved files in workspace. Right-click "Move and relink", select the session folder as destination, to move them back.
> Assertion in "d:\ ws\ pt\ release\ 2021\ r1\ protools\ newfilelibs\ ff\ audio\ ff_audiofile.cpp", line 1343.

If I save, close and reopen the session, I get
"Some clips had invalid bounds and were adjusted or deleted."

And some of the regions disappeared from timeline.

I tried this on a mac and it works correctly.

Thank you.

I am on Win 10 20H2 / PT Ultimate 2021.3.1
