Long latency at 64 samples?

I have on several occassions reopened existing sessions and found the latency to be 1/2 a second or so at 64 samples. I have saved as a copy and reopened without resolving and shutting down the whole system and restarting without resolving.

This is a very rare problem but both times has shut down the workflow. Any ideas on what causes the problem and second how to work around it?
