Warp Markers Inconsistent

What makes a region's warp marker fall only on those event marker location that are also associated with tempo-change markers? When I elasticize a region, analysis view shows the expected event markers, but warp view shows only warp markers at places where a tempo marker falls. Event marker everywhere else are still visible. I can manually place warp markers at the event markers, but this is not correct as I understand it.
