You need to select one of the un-accented presets; Cowbell 1, Marimba 2, MPC Click, Rhythm Watch Eighth Note, and Rhythm Watch Quarter Note, and then match the volume of the accented and un-accented (if you want them the same, that is).

Here's another way. Save a single click sound(I save mine in a folder with drum samples for beat replacement). Drag this hit into your audio regions, create a mono audio track, select grid mode and paste it on the grid marks of beats 1,2&3, highlight the entire measure and consolidate. The hit Alt-R and repeat it as many times as the song requires.

Here's another way (if you are using version 7+); save a click sound (like albee1952 said) that has been trimmed to be a one beat region. Drag it to the first beat of a tick based audio track. Loop the region as many beats as your session is going to be long (400-500; YMMV). Using this method, you can change the tempo and the audio based click will follow along. Save it as a template and you can start every session the same way; importing session data from the template for the click.
