Default Command Focus Lag

Just wondering if this is a bug for everyone. When I am application swapping, Pro Tools is inconsistant with how long it takes to resume control of the keyboard when in command focus.
I was doing an IVR yesterday, and switching to an open text window to copy file names, which I then pasted onto consolidated regions in Pro Tools.
It would go along the lines of:
>Copy Text
>App Switch to Pro Tools
> Zoom in using the T button
> Instead of ProTools Zooming, the Text Edit app is writing tttttt over my text doc.
>Hit Command Z to Undo the Text Writing, and I get a ProTools undo instead.

So I've got 1 application controling the keyboard, but the other application has control of the keystrokes.

Trashed Prefs, Permissions etc...
