Default Default Native Plugins mono only?

In the preference pane where you can select a default EQ and Dynamics plugin, only the DSP plugins are available as stereo instances. Native plugins show up in the menu as mono only, and thus load as multi-mono on stereo inserts. Has this always been the case? I am on PT 10.3.7
