Default upgraded to 12.8.3, now hdx card is not seen

-rig was operational but we bought a new hard drive and installed OS10.13.2 and PT12.8.3 as per avid's recommended compatibility

-protools opens but it does not see the avid hd or hdx card.... as if they are not installed. tried to reinstall , drivers first etc and nothing.

-if we boot off the old drive OS10.11.6 everything is fine, PT12.7.1 runs through the avid hd and hdx card, so the hardware is not the problem.

Any suggestions greatly appreciated.
