Default Weird CPU stats

With PT12 I've had a lot more CPU overload errors.
I look at the CPU gauges and they show reasonable usage but nothing over the top.
Can anybody explain why the overall CPU is so much higher than the sum of its cores? They don't reflect the CPU usage for the rest of the system.
Also, how come there is so much more load on core 4 than the rest of my cores?

The Activity Monitor stat is over 100% because each core is 100%. The maximum percentage a process can have in Activity Monitor is 100 * <number of cores>. As far as Activity Monitor can tell, Pro Tools is using the equivalent of 2+ cores.

From the Reference Guide - The CPU Total meter displays session performance for Elastic Audio processing, Clip Gain processing, and Native plug-in and mixer processing.
The individual CPU meters provide a general indication of how much Pro Tools is using each of the processors in your computer.

Core 4 is probably the one that is being used for Elastic Audio processing, Clip Gain processing, and Native plug-in and mixer processing.

Not sure if this applies to your problem, but you might check that none of your CPU cores are parked. Just google or search Youtube for "parked cores" (or similar).
