trim scrub - shuttle?

Did I overlook a new feature?

When I use the trim scrub tool it seems to shuttle rather than scrub - ie when i stop scrolling my mouse, the trim scrubber keeps going.
I don't like this and i bet (or i hope) there is a preference to turn this feature off so that it behaves like it did in os9.

any clues out there?
