Ok I see whats happening...
If I am in Zoom toggle (even if Ive zoomed out in that mode) the new track activates the zoom toggle. Ok so its user error... Ill try and monitor more.

ok No Im not crazy..
It is happening.. Just happened again and I was not in Zoom Toggle. duplicating a track for me often times and apparently not always trigger zoom toggle. and the track i was duplicating becomes zoomed fullscreen... Am I the only one seeing this?

What are the exact steps to reproduce this? Are you using menu commands, key commands, context menu commands or a combination them? Is keyboard focus being used?

Steps.
select a track by clicking somewhere on the track with "track selection follows edit selection" active right click the track name to bring up contextual emu to duplicate track. then a duplicate is created but the track that was selected is now full screen top to bottom. the time line selection doesn't change just the track height. Keyboard focus is active although not used for this particular command as I don't believe there is a duplicate track keyboard focus command.. but its on. My zoom toggle setting is set to fit to screen. So its like somehow a zoom toggle command is triggered. So if I change the zoom toggle to the next one down "extreme" the duplicate command just works. then if I change back to fit to window. boom does it again... So yeah something seems wrong, but is it me and something i have installed plug in wise or something..

Ok I just went back into setting and un checked separate zoom settings when zoomed in.
and duplicating works as planned and so does zoom toggle. so probably a PT thing. I will try a few other test and see. but for now thats what I see here.
