If you have latency issues, should you increase or decrease buffer size?

You should decrease the buffer.

A decreased buffer will make your sound go through your machine faster but at the same time it will also make your hardware need to work harder.

What's your interface and what are your buffers set to now? Also, what are your computer specifications?

I'm using Mbox 3, and its buffer size is set to 256. I have an i7 Quad core laptop w/ 8 gig ram 1 TB, 2.2 ghz with turbo boost up to 3.9 ghz, with 6mb cache

Did you try setting the buffer to 128 or even 64?
Your machine seemed quite fast judging by the specs. What OS? Is it a Mac?

Its a pc. A higher end laptop. What actually cause latency issues?

The way I see it; computer processing power (CPU), or the lack of it, mainly causes latency issues - up to a certain point that is. The audio interface and its drivers as well as physical connection (eg Firewire / USB / PCIe) also affect latency as well as stability when the system or session gets heavily loaded.

Look at it this way: The system as a whole affect latency. Choose your components wisely and don't forget to be creative about it.

For example: A bigger session might require you to increase the buffer size / latency to be able to run on your machine. A smaller sized session might allow you to decrease the buffer which shortens the latency. Some times when I need to record something which requires a minimal buffer size but my session is to big for my machine to handle at a smaller buffer - I bounce my session with hundred tracks down to a two track session, record at ultra low buffer settings, and then import what I just recorded back to the larger session .. and voila.
