Does anybody know if the $9.99 Pro Tools subscription is compatible with High Sierra 10.13.6 ???

The $9.99/month subscription is for Pro Tools Artist, which was released with version 2022.4, when they introduced the new tiers of Ultimate, Studio, Artist, & Intro.
The last supported version of Pro Tools that ran on High Sierra was 2020.12. So, no, Pro Tools Artist will not run on High Sierra and that license won't authorize any version that will run on High Sierra. The Pro Tools Studio subscription for $29.99/month is the equivalent to the previous version called Pro Tools Standard, and that license should authorize versions back to 12.6, one of which will definitely run on High Sierra. Pro Tools ran on High Sierra until 2022.7. It was installable. And it worked fine at 2022.7 (if you have a Metal card.)
After that, it won't even install/run. Avid changed to a different compiler or something but it links a library not in High Sierra so it is a complete "no go" situation. I have no idea if the subscription allows you to run/install older versions. Current Pro Tools will not even install/run on High Sierra.

The software is the same (therefore the compile is the same) between the tiers. So it will work. (just the standard unlock based on iLok license)
