Default Static "Playback" with Protools and Static "Playback" with windows files

I attempted to get help like 2 days ago on this issue but no help. I've read through the Help us Help you page, I've followed the optimize system thingamajig but no luck.

Whether I'm playing sound from a ProTools 8.0.5. session or using my Mbox 3 for default soundcard for playback on my PC I get this "robot static" playback. I can change my playback buffer under setups, it goes away for the moment, but always come back.
