Digi 003 Rack problems with drivers

I am trying to run pro tools le 7.3 on a Dell Latitude D830 and i get errors in device manager for the digi 003 rack. At first i was getting a code 31 error, then i disabled some drivers that i didn't need for pro tools to run and now i am getting a code 19 error message in device manager and it says "The configuration information is incomplete or damaged (in the registry)". The computer specs are as follows:
Dell Latitude D830
Intel core 2 duo T7250 (2.00 Ghz) 2M L2 Cache, 800Mhz dual core
Windows XP Pro installed w/ SP2
4.0 GB, DDR2-667 SDRAM, 2DIMMS
160GB Hard drive, 9.5 mm, 7200 RPM (free fall sensor)
I connect the digi 003 rack to a SIIG Firewire 800 Cardbus DV-Kit



I uninstalled protools le, re-installed it and ran an update for 7.3.1. and i am back to the code 31 error in device manager. I can sucessfully install the drivers but now it says windows cannot load the drivers needed to run this device.
