On the High Sierra partition everything is fine. It´s weird that only the MC Control causes this on Mojave. What sort of permissions could affect just this surface?

Disk permissions maybe(I'm just guessing at this stage). Have you run Disk Utility and repair?
Are there any updates available to Mojave or are you on the latest? Did I ask you to try with just on Monitor (if you had more than one)?

Does the screen on the Control come up and draw properly ?

The touchscreen is disconnected as it was faulty and emitting a high frequency tone. A replacement screen was not available because it was out of production.
Perhaps this causes a conflict in Mojave?
