Default Jerky transport counter

I been having trouble with the transport counter not moving smoothly.Not sure what is causing it ...Can you friends help me with that problem ?Thanks
Also when i pull a menu down from the top the white menus flash..Also i have activated HEAT but i can't find the button to turn it on.Do i need to download it.I think i have it for a year with my upgrade.

i am running PT's 2024 10.2 on windows
I have done the optimizations and the only one that PT's would not run on one tweak so i just couldn't do it..I will go thru them again

A few things that hit me:
1-I am not familiar with that motherboard/chipset so I don't know if that might be a compatibility issue or not
2-make sure there is no disk in the optical drive
3-With System Usage meter showing, how high is it hitting on the top bar? If its near or at the red, then the system is working too hard(this requires lots of troubleshooting to find out why). If not, then no issue for #3.
4-Do you have Hyperthreading on or off? Test the other way to see if performance gets better or worse(it really is different from one PC to the next on this setting, done in BIOS/UFEI and is often worth checking)
5-Maybe update the graphics driver?
6-what is this drive doing:
Disk : Seagate ST2000DL004 HD204UI (2TB, USB3/SATA300, 3.5", 5400rpm, 32MB Cache)
I ask because its too slow for recording or sample libraries(okay for backups).

Thank you for all these questions.The Usage meter is real low on all setting really nice,i put the usage sreen visable so i could keep an eye on it..And i am glad Mr.Ramm suggested to get the new PT"S I am not getting anymore CPU or Ram warningsThe computer seems to be running good maybe 20 tracks and 25 -30 plugs and that EZ Drummer VI runs while i am playing back. and the computer doesn't look to be struggling to keep up.I installed the new driver for the lynx interface and all my I/O's seem to be right now and i am able to record and playback but i am still checking it out.I was having some freezing when i pull down a menu .Hyperthreading is on but i thought the computer ran better with C-states off but still checking it out..The grapics driver seems to be up to date.So you think i should get a better drive put in? The flickering in the menus and the counter problem seems to be on every project.

Yes, go through the AVID Optimizations again. Also, go through all the AVID Troubleshooting steps.
