loss in volume from console

i'm running pro tools 6.1 with an 888/24 as well as a yamaha 01v and a logiteck super VU meter. the problem is i'm sendin a sine wave with an output signal of -18dB down the option I/O card, which is digital output to AES/EBU. then when it gets to protools and comes back out its down about -3 dB. I've doubled checked and switched cords and it really seems to be something inside protools or the Mac. i'm runnin OSX. anyone else had this problem.
