Broken Zoom: Follows Playback Start Instead of Edit

This only happens whilst playing.
Has anyone else experienced this?

Link timeline and edit is off
Edit window scrolling is set to no scrolling

If I use R and T to zoom in and out, it always locks onto the blue playback start marker and not the edit!

I then have to scroll along to find my edit.

I'm not sure what you mean. For link timeline and edit?
The shortcut is shift + /. But this is off anyway.

So the timeline is separate from my edit, but the zoom always follows the playback instead of the edit.
