Default commit consolidate clips

When I Commit a track or edit selection and Consolidate Clips is NOT checked off, shouldn't the the result be the same as the selection, i.e. seperate clips as opposed to one combined clip? I don't want to use strip silence because I want the clips to have the same take numbers as the originals.
