Launch PT with 'N' pressed and see if you have correct interface selected

Make sure your Audio Devices for your Windows is disabled and restart. For some reason you can't use any interface for Windows programs at the same time as Pro Tools ... I hope that helps ... it was driving me crazy ... sweetwater tech support solved that for me

I ran into this same problem.
The solution for me (given that I was using a Focusrite 18i20 audio interface) was to go into Focusrite Control -> Settings and manually change the sample rate to match the project I was working with - which I just happened to know was 96kHz. Hope this helps. Good luck fellow travelers!
