Default Start marker locked at 1

I'm trying to set a new start point to a song by moving the red start marker to the first down beat. I've tried moving it manually but it's locked at the first bar of the timeline. I've also tried going to the event menu and hitting 'identify beat'. I still won't move from the first bar. How can I get this to move?

Click and drag the Song Start Marker, then move the Song Start Marker by using the "Move Song Start Marker' under Time Operations.
