FWIW, it's not based on Phoenix per se. it's a ground-up new set of algorithms. Yes, there can be some similar characteristics, depending on the settings, but this goes further (and better) than Phoenix does.

I AB tested HEAT and Phoenix and when using the "Iridescent" plugin I was able to get a sound very similar to HEAT. But you can drive HEAT way harder but for me I´ll stick with Phoenix due to the fact that HEAT will be inserted to all your channel strips, consuming pretty much TDM power.

I just installed a Magma chassis to continue using my old PCIx cards with PT9. I have the asset on my iLok but don't see HEAT. Do you have to "turn it on"? I've found nothing.

I had the same questions.
You have to install HEAT. Once it is installed you will have the option to turn it on in the Options drop down menu. It is right under the turn on Delay Comp item. You then need to show HEAT in the View drop down menu and then click on the very lower right hand corner of the mixer page to show the HEAT master controls. |

That may be the only way to get it. I'm not totally sure though, as I already had gotten the demo and tried it when I decided to buy it. It makes sense though to just go ahead and request the demo, if you can't find another download, and your iLok will just permanently authorize it once it's installed. Whatever works.
