Nearly every plug-in manufacturer uses PACE and have been for a very, very long time. This goes for AU and VST plug-ins as well, so you could get a message about needing PACE drivers if you use a plug-in in Garageband that requires them for proper operation.

As everyone has pointed out, though, most likely the fault is the version you have installed - the error is a typical symptom of such.
