Default recording delay on tracks

I recently have upgraded my PC and with it my os to XP pro, and 6.1.1 LE. on a 001 system. I now seem to have a record delay of approximatley 40ms or so to every new track I record in a session. The monitoring sounds spot on using the low latency option, but the track is always about 40ms too late when played back. It doesnt seem to matter how many tracks are running or how many are recording. I never had this on my ancient P3 667Mhz under 98SE, so Im guessing its either something obvious Ive missed or something weird going on with my PC. Anyone with any ideas would be greatly appreciated.

P4 2.8Ghz 800fsb (hyper thread is disabled!)
MSI 865PE Neo2 Board
512Mb DDR
120G Western Digital 7200rpm master
20G Westren Digital 7200rpm slave
Windows XP Pro

I think the H/W-buffer size gets set to 1024 samples by default. Try running that at 128 samples, and all is ok again
