Welcome to the forum. I have no idea what that error is but there are issues with PT and XP sp2. The mighty allen suggests:

If you get SP2 you can either use a friend's XP1 and use your registration number, or you can perform a utility fix to make it compatible with PTLE. DEP fix for SP2 and read the Win XP SP2 Compatibility Thread

Sounds like its screwed. Try uninstalling and re-installing PTLE

I sure as heck can't help, because with PT not open, none of that path or that file is on my PC. Google turns up nothing for Sys-FileLoc.cpp. Very unusual.

Google turns up two DUC posts searching on NewFileLibs!

This definitely looks to be way down in the technical weeds.
