Default Weird Wav Gain problem (No difference)

So I have a small lick in a Guitar Chug/Picked area that I wanted to make louder, so I separated it and increased the gain but it makes no audible difference. (Even at a 20db gain with giant wave)

I've done this a million times but have never encountered this problem,

I restarted the PC and program and recalculated waveform overviews but nothing works. (I also shut off all effects)

Wav gain? gain? The proper term is clip gain.

The most obvious cause for behavior like this is simply you are not applying the clip gain on a track you are actually listening to. So wonderful easy to make mistakes like that. Use solo or mute to confirm you are indeed hearing the track you are editing. And/or riding the fader should affect what you hear.. does it? And say it's not another track, maybe some complex routing, maybe a hidden track. And make sure you are not applying clip gain to a clip on a playlist, does not look like that in the screenshot.

Other folks have got themselves caught up with clip gain not working as expected if Melodyne is being used on a track.

Failing those it's maybe session corruption, try importing just the audio from that track into a new totally empty session and see if that works OK.

Highlight the clip and then go to Edit > Automation > "convert clip gain to volume automation" as a test. Make sure the track is in read automation. See if you hear it. If you don't, you are monitoring the wrong track while thinking you are listening to the one you are editing.

I'm using an Amp sim plugin with slight distortion and it wouldn't affect that Wav area until I committed all plugins. Duh.

Great you got it sorted. These things can be frustrating. Sometimes it just takes walking away for while, sometimes the determination to think of tests for what might be going wrong, and other times asking others for help.
