002 rack "clicks" and Windows beeps when "Setting Up Midi" or

When Pro Tools is on the "Setting Up Midi" phase, the box clicks a few times, Windows device manager makes the familiar "Beep" noise (as if the box turned off), and the software hangs. What does this mean?
